Is the HEL-80 Mentioned on Ibuypower.com the same as the HEL-80 I see commonly mentioned on these forums?

If it isn't the same then how much weaker/stronger would the one on the website be?

Assuming its weaker would I still be able to play most games on high graphics..

Do they list it with the "Go7600GT"? If so, that is a false claim. It is the same card as in the standard HEL80 offered by every other dealer. Underclocked as it may be, it can still handle the latest games at high settings (at various resolutions).

The HEL80's underclocked card is still a very capable gaming card at its stock settings as Chaz mentioned.

I would highly recommend you get your system from a reputable reseller though. You'll get better support and total ownership experience through one of them.
