Greetings.
I am currently using MSI Afterburner to OC my 470m graphics card. My system is rock solid stable at the max core OC of 30% over stock. Is there any way to get this program to allow higher OC's or is there a better program to do this? Thanks!

Nvidia system tools might also limit the max OC.
Try nvidia inspector. -
In MSI Afterurner the readme file explains how to enable unofficial overclocking. You can try that. It is a bit confusing though so you may need to google for a tutorial on how to do this.

Edit: Seems the unofficial overclocking in MSI Afterburner only applies to ATI cards. -

I went through about ten sets of modded and official drivers from ATI (AMD now), and about 5 different overclocking apps before I could actually overclock my Mobility Radeon HD 3650.
I haven't even bothered with the 5870 yet... -

I recently played around with a Vaio with a 5650m and it worked like a charm... first try. I used RivaTuner 2.24c. Same goes with the 5870 in my MacPro. -

well for msi you can OC it.
totally close the program, and reopen it and you should have reset where the "default" OC range is at to start at what your currently clocks are.
Meaning you can OC higher now. That's how it worked with my envy 14 (not that I could go up much beyond 550/800 since HP undervolted the cards and hard locked that undervolt to the point of running anything besides msi afterburner just crashes the computer) -

) but MSI Afterburner seems to stick the clocks best, even better than AMD Clock Tool (which I was a fierce supporter of as the choice for software OC when I had the Envy 15).
For nVidia, I got with the System Tools or EVGA Precision. -

yeah. I'm stuck with a wonderful 0.95 volts.
meanwhile someone else with a CTO1100 envy 14 gets 1.00 volts and can use amd gpu clock tool.
HP. Why? I mean sure I'm glad I have a radiance screen but damn.
