I was playing this game perfectly fine until like 2 days ago, it wouldn't load up and kept on saying couldn't find localization.txt. I found that it was in the directory, so I just uninstalled and reinstalled it through the CD and now it just doesn't load up. Windows claims it's running, I can see it as an open application at the bottom bar, but I don't see it and can't open it. I can hear the start screen music though. What should I do?

Did you delete the game directory manually after uninstalling it? Sometimes games leave files behind when they are uninstalled -- that might be causing your problem.

Right-click the game in Steam, and select Properties. Click the Local Files tab, and verify the game cache integrity. Odds are it will find some files missing or corrupt, and re-download them. It may take some time.

Now it just doesn't show up, and when i right click it in the bottom tab it just says close window.
