Can I get decently run (frame rates, not quality of graphics is wanted) Madden 06 or 07 to on an HP Pavillion ze4300 with 256mb RAM and an ATI Radeon 340M IGP?

Possibly. I don't know how well EA's engine downgrades, but you might get decent framerates with no effects and at 800x600 resolution. I believe those games are fairly effects-heavy.

Those games can be effect heavy but at the same time they never have massive requirements and run on basic hardware quite well. I'd say you should have no major problems running at low res with high framerates, you may even get it looking ok too.
