I know that with nVidia cards, you get the option to make Windows minimize and maximize faster using their control panel. However, with my ATI x1600 card w/ Omega Drivers, I do not see that option anywhere. Is it possible to do this with an ATI card? Ther reason I want this to be done is so if I'm playing a game, such as CS:S and want to minimize it, using Win+D, it can do it instantly. Any ideas? THanks in advance.

It's not a feature specific to video cards - try this:

Start, Right-click My Computer, Properties, Advanced tab, Settings (under Performance), and uncheck "Animate windows....".

If you are playing the game at your native resolution the game will minimize much faster than if you were playing it at a lower non-native resolution.

Alt + Tab is another way to switch between applications.
