Hi !
I'm currently playing Metal Gear Solid V The Phantom Pain in my laptop.
There's something weird with its performance. There's some kind of throttling in the CPU as it automatically slows down CPU clocks as soon as I start playing the game.
No matter switching Windows power modes, in high performance mode, as soon as the game starts CPU clocks go down.
As a result of this throttling the game stutters. GPU usage doesn't go above 50% and CPU clocks don't go above 1.2 GHz.
This is the first time I face this kind of problem. The laptop has an i7 4710 and a 970m.
Any idea?

Have you attempted to check software, drivers and such?
-
In the worst case, use Throttlestop (or similar) to fix the CPU at the desired clocks when playing this game. This is of course assuming that the throttling is not due to physical constraints like thermal or power..

Does it have GSync?

Honestly? Try unplugging the laptop, turning it off, leaving it for like 5 minutes, turning it back on, then plugging it backin.
Might help -

What temperatures is your CPU running on gameplay?
-
Hi!
I have already checked THROTTLESTOP. As soon as I start the game the cpu slows down.
It's some kind of software issue, I'm currently running Battlefield 1 maxed out with some over clocking without surpassing 70 degrees in the gpu, 85's in the CPU with about 80-90% usage of its 4 cores clocked to 4
3.3 GHZ. The same with The witcher or Farcry Primal.
Not a Hard problem definitely.

Has the game always run badly for you?
When was the last time it ran fine for you? Have you installed/updated any drivers/software since then? Using any mods? Tried checking game's cache on Steam or reinstalling it? -
Always badly since this is the first time I play it.
Latest Nvidia drivers.
I guess I will need to get used to this stutter. ...

See if within Geforce experience you can optimize the game settings for your system. -
Tried with dedicated Intel graph and no CPU weird behaviour.
It only clocks down with Nvidia.

I haven't it installed!

How do I check so?

In Steam right click on the game, then in drop down menu go to Properties. In Properties go to Local Files tab and click Verify Integrity Of Game Files.
