I am only getting 12-15 fps , is dx9 or dx 10 or dx11 best for fps , i dont want to use 800x600 if possible.

I would pick dx9, I think when I played Metro I too used dx9.
One thing worth mentioning is Metro is a pretty demanding game. I would not expect great fps with integrated graphics. I would aim for low settings.
Here's the notebookcheck game benchmarks for metro 2033 and Intel HD 4000:
The numbers to the right side are those with a i7-quad CPU, those to the left are i5-dual core. Not sure which CPU your laptop has. -

I am on medium at 1280x600 on dx10 and i am getting 25-50 and it running ok, not bad at all , dx11 is a wast of time 15fps

You are getting these frame rates. Is mine 240m that crappy? I played it on low DX9 and sometimes I had very, very bad frame rates.

I'm just amazed that hd 4000 can run Metro on medium settings, regardless of resolution.

depends on what your criteria are.
a pretty common strategy is to try setting everything to low and see if you get good enough performance. if that's not sufficient, then start dropping resolution (keep everything on low) until you get good enough performance. -
I didn't even know the intel 4000 would even be able to start that game

You do get a warning every time you start the game that it might not be compatible with my hardware.
I will post a config screenshot and fraps data later on today.
