15FPS is terribly choppy. 20FPS is just barely OK for a flight sim, ideally you want at least 24FPS for a "fluid" experience in my personal experience with flight sims.

OP you must be playing on the max settings. Try dropping some from very high to at least high. I have everything set on high and it runs very well.

About FPS, well, a lot of people who play FSX prefer smoothness to FPS. What it means is basically as long as the game runs smooth, even 18 FPS is considered acceptable (flying a airliner).
But for such game like Flight or Il-2 or similar, where you fly smaller aircraft and maneuver more often 20 FPS is too damn low!

Microsoft Flight runs good on my HD 6970m on 1080p at high settings.
Im not that into flight sims but this game got me hooked.

Steam offers a good deal on the rest of the dlc too, but you need to redeem the codes on GFWL.
    (Might turn some people off.)

I tried Flight and it is meh. I still prefer my FSX but I don't often have the money or patience to setup better scenery packs and planes.

I wish I had the time to invest in flight sims any more. :(
