Ok, first things first, my system specs:

System Model: VGN-CR510E
Processor: Intel(R) Core(TM)2 Duo CPU T5750 @ 2.00GHz (2 CPUs), ~2.0GHz
Memory: 3072MB RAM
Card name: Mobile Intel(R) 965 Express Chipset Family(GMA X3100)
Operating System: Windows 7 Ultimate 32-bit
There, now I can run Call of Duty 4, but not very well, I use the software vertex mode, which boosts my FPS a bit, the settings are the Intel Recommended Settings(Everything on low, res on 800x600)
And for example missions like "Blackout" and "Charlie Don't Surf" have lots of lag.
Other missions lag when there is lots of stuff happening.
Why I'm asking?
I hear lots of people say that it runs at 30 FPS on their system, and watched someone with the exact graphics card as mine play much smoother than I did. I know it can get better, I just don't know how to do it.
Please help me on this one, COD4 is an amazing game.

answered it yourself right there.
You have a low end cpu on top of the bottom of the barrel gpu, only way to get more performance is to upgrade the cpu. -

HOWEVER, i did mention that people with the SAME GPU as mine ran BETTER than MINE did, i asked about their specs, and my CPU exceeded them.

Not to be mean or anything, but a 2.0GHz Merom Core 2 Duo with 667MHz FSB and 2MB of L2 cache is far from awesome. Same goes for 3GB of 667MHz DDR2 memory, and your graphics pretty much speak for themselves.
Turn your resolution down to 640x480, and make sure every last setting is off, disabled, or whatever the minimum option is. Don't leave anything on "auto". -
the reason they are running better frames per second is because they have better configuration files then you do.
The client-side configuration file is found in your player folder:
e.g.
C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\players\profiles\Mastershroom
it is named: config_mp.cfg (for multiplayer) or config.cfg (for singleplayer)
Try the one I've attached, and report back if you get an increase or not, I've attached one that's meant for low end systemsAttached Files:

the processor sucks for one. ( I have a friend who plays it with his desktop (integrated intel gma) but has a quad core, so he plays it smoother than my cousin, who has a suckish dual core)
as mastershroom said, turn the res down, and turn EVERY settings you can to lowest possible, even the "Auto" textures. Also go to the GMA Control Panel and set 3D options to "Performance", and Power to Max Performance. Graphics WILL SUCK (e.g. grass appears as splotches of brown/green at close range) but at least fps rates are tolerable. -

The last time I was using an integrated card was ages ago, but as far as I can recall, the Intel control panel doesn't even have that option.

CPU is OK. GPU is VERY lacking. I had a T5750 and GeForce 9500m GS and CoD 4 ran OK (some lag) at 133x768 on full settings. Gaming anything within the past 3-4 years or so on integrated is kind of a big no no.
CPU upgrade won't do as much of a performance boost as what you will be paying, so don't think there. GPU, if upgradeable (doubt it), should be upgraded. -

Not to be a hater, but I agree with these guys-You will need to lower your texture settings/specular lights/etc.

You need the power to play these games even if there a few years back. Just the way it is. But hey, I still remember playing Quake2 on a 12 inch monitor in 320x240 with no 3d in software mode! Now that's bad graphix. Had real great fun too

You can download this file: yitch3.cfg if you like to execute it on the fly. Put it in your main folder
C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\main
You can then run it from the console:
/exec yitch3.cfg
/vid_restart or /r_applypicmip
Make sure you have the following console variables set:
/com_maxfps 0 --- uncaps your fps
/cg_drawfps 1 --- brings up the fps in top right corner
To be sure you have your settings reset, type /vid_restart
e) You will see some chat text appear and when the text says record NOW, note your FPS (take a screenie, F12).
The best way to run this file is to insert it into your config_mp.cfg file.
1. BACKUP your current config_mp.cfg file first!
2. Copy paste yitch3.cfg into config_mp.cfg between your binds and the con_hidechannel command line.
Note that yitch3 over-rides most F-key binds and KeyPad binds. Check that your binds have not been over-ridden.
3. Write-protect the config_mp.cfg file. -

And all those screens are multiplayer, i read that thing before, it's a multiplayer thing, i need single player. -
what you have to do now is keep the configs i gave you, and slowly edit it till you get the eye candy you want.
The single player config is at the LOWEST settings possible (some settings can't be set in the game, only through the configs)
you'll basically want to mess with the seta r_XXXXXXXXXXX settings, here's a compiled website that shows what settings does what

What exactly do you want improved? Maybe I can help you get the desired eye-candy.
Also, note that the configs I gave you can not be interchanged between singleplayer and multiplayer as some settings are specific for each mode. So don't make a perfect config, and just renaming it for the other mode. However, most settings once perfected can be imported into the other configs.
The configs are so powerful that i'm sure you must be getting at LEAST 30fps even big big firefights with your crappy cpu/gpu rig. -

I know we sound like a broken record here, but you can't expect much. Have you seen people with similar configs playing with better performance in person? I've seen people on Youtube running Crysis, claiming to be on an X3100, so take those with a grain of salt. -
I can't give you FPS and textures at the same time without knowing where you stand starting from ground zero.
Your Specs: Intel X3100 Integrated.
Minimum: Nvidia GeForce 6600 (128 MB) or ATI Radeon 9800 Pro
Recommend: Nvidia GeForce 7800 or ATI Radeon X1800

You're not going to get great framerates AND textures with your integrated GPU, and in this case, you HAVE to start customizing the config to YOUR machine.
Just slowly add/increase like 1-3 things at a time until you get the look you want with the frame rates you want. -
Sorry to say this but your GPU is crap for COD4 but you can try putting the settings on all low including resolution
I still remember trying to run COD4 on a Geforce 6150 go it was barely playable even on the lowest settings
