I have a gaming desktop already but I need a laptop that will run TERA also, my budget is only $300-$350 and I don't mind if it's used or refurbished obviously.
Also I currently have an extra laptop that runs the game but it lags and I can't pvp effectively at all the specs are- i7 ( CORE TM i7 VPro) Dell Latitude with HD integrated 3000 graphics. I was under the impression that an i7 was really good but it doesn't run game the very well but it will run it. I was looking for something that would run it a little better than this one.
TERA minimum requirements are-
CPU: Intel Pentium 4 3.2GHZ/AMD Athlon64 3200+
CPU Speed: 3.2 GHz
RAM: 2 GB
OS: Windows XP/Vista/7
Video Card: NVIDIA GeForce 7600 GT or ATI Radeon X1600 XT (for Laptops: ATI Mobility Radeon HD4870 or,NVIDIA GTX 200M series)
Free Disk Space: 25 GB
The recommended requirements are-
CPU: AMD Athlon 64 X2 6000+ or INTEL Core 2 Duo E6750

Any modern machine with integrated graphics on an i3, i5, or i7 should run it fine with those listed specs.

Yes HD 3000 is very weak by any standard. HD 4600 or later is bare minimum. You have to be careful of those Pentium or Celeron chips too because the "Intel HD Graphics" (with no number designation) are also pretty weak.

Honestly, I would say save up your money more and increase your budget for a laptop. In life, more often than not, you get what you pay for. This is especially true for laptops.

AMD APU with R6 Graphics on Die. That would be the way to go for $400 budget.
Though, as suggested, you probably want to spend $800-900 if you want to play Tera well. It is a DX11 demanding game when you want the eye candy.

Yes, AMD are still great bargain gaming notebooks. Their integrated graphics compare with low end dedicated cards. But it is true that you get what you pay for.

Save your money for a better laptop. "You get what you pay for" is definitely good advice that applies here.
The other way to look at this is that for computer hardware, there is always a "sweet spot" where you get a tremendous amount of performance for the money you spend. Go above that sweet spot, and you're spending large amounts of money for small incremental performance increases. Go below that sweet spot, and you're getting significantly less performance for the amount of money you save. The "sweet spot" for laptops is probably around $1100 - $1300. $350 is so far below that sweet spot, that it's a waste of your money.
This LinusTechTips video is talking about a desktop video card (AMD Radeon R7 240). But the point of the video is identical to the idea of buying a $350 laptop.

I have the Dell for work, and a friend owns the Acer, both good lower end machines. They're about 100-150 more than your budget, but probably infinitely better in terms of specs...
