I've tried the ATI Mod Tool that is referenced in the sticky, but I have not been able to get it to work...
Has anyone else used a similar program to do this, or knows how to directly modify these files so they'll work?

Before you just had to edit the .inf file for your card to be allowed but now we can't do anything because nobody knows how this new driver updater works.
Hopefully someone will make a mod tool 5 =/ -
The guy at OmegaDrivers said he'd do it for 7.4 Vista 32. Not sure how long it'll take him though, or if he'll get around to it - but he might have some info for you if you e-mail him (can't hurt right?). For now it's the same as what nVidia people have to do...but at least we have final drivers to mod from rather than beta stuff...

So far I have full Powerplay functionality using the 7.4 driver and as of yet I haven't noticed any significant drop in battery life (My battery life kinda sucks under Vista anyhow).
As for the manual cut/splice of ATI mobile and non-mobile drivers, I learned this trick a while back when I owned a HP laptop with a 200m igp. I found that if I installed a version of the CCC suite that supported my gpu... then manually installed an updated driver afterwards... that it works fine. It seems the CCC doesn't get mad if you mismatch CCC and ATI-driver versions. When I used to do this with my old 200m igp I would lose Powerplay functionality but i suspect this more due to the fact that ATI made specialized desktop vs. mobile drivers for XP back then. I suspect that the current driver set is fully able to support Mobile chips and Powerplay but due to whatever fits the OEMs are throwing about driver updates (ie.. they want to sell everyone their Vista driver Update CDs for $40 a pop) ATI just chose to cripple the driver through the INF.
In any case... it works for me. Feel free to test those theories if you feel so inclined. -
True, up until 7.2 they were combined, it was only at that time they removed it - having parts of the mobile section left makes complete sense. For Vista they were made together, in XP they were always seperate. And ya CCC doesn't care what driver you have, I had it paired with the default Windows Vista ones a few times - just don't mess around with any new stuff you know you don't support
