Wait what?! You press the right button? Try to press `/~ (it's on the left of 1).

Perhaps he meant the right (in contrast to the wrong) button. Well in any case perhaps adding a "-console" (without the quotes) in the shortcut's target box would make that work.

If you are using a hispanic keyboard or something like that... yeah, you'll need to do what kisetsu17 said.

    Read people read :p

I had the exact same issue with left 4 dead. You need to write -console in the startup options (right click L4d in steam - Properties - Launch options - Type : -console). Now you'll have the console when the game starts. Start the game and now you'll need to bind the key to open the console manually. In console, type : bind ~ toggleconsole (You can set whatever key you want, just replace the "~")

    Hope that helps.

Like I said. :p But I think by default all Sierra/Valve based FPS's (and hey, almost all FPS I've been playing 'til now) conventionally use the tilde key ( ~ but actually is supposed to be ` ) for their console, so you may not have to bind it. Just to be sure, just type in "bind `" without the quotes, and you'd know if it's currently bound to the console. :D
