If i buy the top DX9 card now, how long will i be able to play games. When will all the game developers incorporate DX10 into their games. Is it a waste of money to buy a 7950GTX, will it not be able to play any games in the next 2-3yrs?

All new games will have DX9 path in them, for 2 years at least, 3 years likely. There's a very large DX9 hardware base which game developers can't afford to ignore. So I would guess you'd be fine with 7950 if you are not chasing the highest quality and/or speed.
