    It depends If your card has a dedicated Video Bios. Some are built into the motherboard. What laptop Do you have?

    Over or underclocking that is always there, regardless of the os. Beyong that, nothing really.

    You don't want to OC when you install new driver .
    It doesn't matter whether your driver support OC or not....
