Which do you use, and why?

I don't use the Nvidia control panel. I set graphics quality on a per-game basis. Only time I need to use it is to force Antialiasing.

Driver level settings are only for things not changable in-game, like AA/AF for old games. Also, balanced/ performance just make everything look horrible, i'd rather use 640x480 and low settings.

after installing 163.44 for my 8600m gt, my nvidia control panel disappeared. anyone know how to get it back?

Anyway, I don't really see the difference when I set it to performance or quality. Mine's set to performance, but I also tweak some of the other options like setting Trilinear Optimization [on], Anisotropic Filtering [application], etc. -

Most recent tests, reviews, and tweak guides show that you usually don't take much (if any) performance hit using Quality options.
