Well, I'm thinking about buying an hp dv5000 with the 7400, with the 2.00ghz Core Duo, and a 1 gig of ram. What should I expect? Basically all I'm going to be doing is play HL2, CS, and Garry's Mod.
Can I run the setting on high?
Can I use Anti-Aliasing?
If this laptop doesn't meet the requirement, I'm not buying it.

HL2/CS:S should run very well, but you should probably complete our FAQ in the What should I Buy forum so we can give you a better recommendation . .much more powerful cards can be had depending on your budget.

it can run on high with 2x antialiasing without a hiccup (i have a dv8000 but with the same video card) antialiasing affects the performance the most though, so if you want more, it costs ya

I can run The Lost Coast @ 1280x800, all settings high, reflect world, HRD, color correction, Vsync, 2x AA, and 16x AF. All that at about 40FPS. You will have absolutly no problem running any Half Life games with a 7400.

what about on the go7300? Are the two card that different? I have a core duo 1.67GHz and 1 GB RAM. Is running it on high that demanding?

I'd suggest looking at an Acer 5672 if you can get the updated version with the 128MB X1600.
Are you restricted to retail stores or would it be possible to buy online? You can get the Asus S96J online, great notebook.
