whenever I try to change the power management mode in the NCP it always seems to default back to prefer maximum performance.

That's weird. I usually have it default to Optimal and have to manually set it to Prefer Maximum. Lucky you.
Do you think perhaps some ASUS software is overriding the default NVCP power management setting? -
first the laptop doesn't want to detect the M.2 slot now this... urgh!

Nah, G-Sync doesn't do that. Still defaults to Optimal Power for me on Nvidia reference drivers. My guess is the OP uses modded or OEM drivers with some of the default settings changed. -
I think Asus modified some parameter(s) to suit their requirements.

before i connected it to download some drivers it was set to optimal as the default but now it isn't.
I am using stock drivers from nvidia. -
The latest one or older one from nvidia?

Have you tried nvidia inspector and tried to change the power profile?
many people are complaining 436.15 has lower performance in BF5 with less FPS. -
when the laptop is plugged in and then i boot it, the power mode is "prefer maximum performance".
when the laptop is unplugged and then i boot it, the power mode is "optimal". when i plug AC in the power mode doesn't change, but when i run a game and then exit, it will be stuck on "prefer maximum performance".
i have no idea what happened or if it's something in the bios that's causing this. I've tried flashing older versions of the bios to no avail. -
i might take it to a service centre in my city to see what the deal is.

I think I have narrowed it down. So I got it back from the service centre and with 1803 installed the nvidia power mode is set to optimal but when I installed 1903 the issue reappeared. reverting back to 1803 and the problem is gone....WTF?!!?
1809 was the last known version of windows to not have this issue. -
1903 is riddled with all sorts of flaws. And coming 1909 is only a minor service pack for 1903. Jump on 1809 and stay there as long you can. 1803 will expire November 12, 2019 and you will be thrown back on 1903 again. Even worse... Maybe you'll be pushed on 1909 so Microsoft can show of fast grown numbers for their latest OS Tragedy.Vasudev likes this.
