Anticipating the release of Elder Scrolls 5: Skyrim, I decided to pull out oblivion again. unfortunately when I started it up it ran at a low resolution 4:3 ratio size. I tried to change it to 1680x1050 (my computers native resolution) and it tells me I need to quit the program for the changes to go into effect. when I click to exit however, the program freezes and I have to close it through task manager. When I go back into the program, the resolution is still low and at 4:3. any ideas as to why it's doing this?

Try deleting the configuration file (Not sure where it's located, probably in your Documents folder).

didn't work. It still froze upon exiting.
It also didn't recognize my hardware. -
Try changing the resolution from the config files and see if that works. Got the latest patch installed ?
If it still doesn't work then try reinstalling the game -

ok, I changed it manually, and now it is 1680x1050. everytime I exit though it freezes. that shouldn't be too much of a problem though, right?

Yeah steam should do that for you. May be something is missing , did you verified the integrity of the game cache ?
EDIT: just Alt Tab and close it .. whenever you want to exit -
