    and even I am silently berating myself for asking this... but, in the context of being safer than sorry, are the Geforce GT 240/250 cards backward compatible -- in the sense that they also support DX 9.0c?

    I just don't want to make the mistake of getting one and then finding out that it won't work well with XP.

    Yes, you will be able to play games that are only DX9.

    New DirectX versions do not just adjust games that has been made for older versions.

    Yes, you will be fine, the GT 240/250 will support DX9. What myDooM is saying is that those cards will not bring an 'older' DX9 game up to DX10. :)
