Your question is not clear at all and very very vague.Yeah...you have the same laptop as mine and do you want to overclock an already burning component of your dv5t?
But even if you want to...you cant! As the clocks are hard-locked in the BIOS so making any changes in any utility available will not be reflected at all...even though the program may show new clocks..

If that's what you're suggesting you can't do that, and your post seems a little vague...

Unfortunately the answer is NO...there is nothing you can do about it...thats the problem with laptop GPU's....
How on earth did you find a dealer marketing dv7's!!??

Why are you so desperate to increase your 9600M GT's speed?

The only way to increase the speed of the gpu is to overclock it.
though if you have the GDDR3 version it's not really necessary.
I'd sooner inquire about undervolting the gpu in order to help decrease the temps.

Yes, through flashing the VBIOS. Don't expect much from it though, most GPUs are already running at their lowest stable voltage. I can't even drop my 9600M GT core voltage down by 0.06v without it bricking in 3D.

9700GS could be easily overclocked on my Dell system. People posted hacked ROMs with which I got ~5500 score in 3DMARK06 and around ~9600 in 3DMARK05.

In fact, I came across this thread when trying to find if there's a way to overclock 9600MGT :)
