I've been overclocking in Rivatuner for a while now, but I decided to try atitool. However, I get that problem where the sliders reset once you apply the overclock, but I can overclock fine in Rivatuner. Is this a driver-related issue?

Yeah most likely it's due to drivers. I had to uninstall my HP Nvidia drivers AND manually delete all the "nv...." files in the Nvidia folder before I could install new drivers that allowed overclocking.
