That's the Windows Language Input switch, either "Ctrl + Space" or "Ctrl + Shift". Best try avoid touching those key combination when you play games, or you could just change key mapping.

Click on the language icon on the task bar - "Show the language bar" - click on the little white triangle at bottom right of the popped up language bar - "Settings":

Go ahead and remove the Chinese language keyboard inputs, or you can change the key combination inputs at the "Advanced Key Settings".

Since the OP is on Vista, installing another input language (such as US English) and keeping the new language will make the problem go away. Look under regional and language options in the control panel and then change keyboards under the 3rd tab.

OP missed the 1st quote so I'll emphasise it this time round, you won't have to worry about the dialog box turning up if you change your keyboard input to english.
