I can not remember the exact name of what I modified, but this was done with the recent Forceware 163.69 drivers. Whatever entry has the two options "Allow" and "Clamp", I simply switched from Allow -> Clamp. I also upgraded some Ricoh drivers. Problem gone!
Thank you all for your support over the past couple of days - at least its ncie to know that such a community exists to where people are very willing to help. I hope I can return that help int he future in one way or another.

lol the HL2 lagging thing seems to affect a lot of machines and cards, (not to mention the sound-loop crash !!?!!?)

I think the setting is Texture Filtering - Negative LOD bias. I tried putting it on clamp as well. Anyone know what this does?

Is this lag your talking about with hl2 games & vista were players will look like they are "lagging" or jittering around? I get this with css and 8800gtx.

unfortunately this doesn't eliminate the choppiness i'm experiencing with rainbowsix raven shield right now... I know it's old game but I like it a lot but ever since I got this laptop I keep having having the same problem everyone has in here. But glad someone found workaround solution good work Orochimaru

What kind of choppiness are you experiencing? Is it periodic or consistent?

yup excatly, but I tried the clamp method didn't work for me. Game is updated to 1.37 patch already.

do you have AA off - what kind of stuttering exactly r u getting? Is your HD set to performance mode? Try updating your soundcard drivers sir.

it is periodic lag in resolution 1400x1050. what is the performance mode asmodan? I have DMA mode enabled. soundcard driver has been updated to newest. I'll probably try to reinstall the game later and also try different drivers too...

performance mode for HDD - Accoustic setting in the BIOS - DMA should be enabled. do u have the C2D fix on ur system

Sorry for bumping this thread but I've found the solution to myself.
I installed Raven shield just recently and encountered the periodic lag problem. After researching around I've noticed many Geforce 8xxx users having the same problem it seems that it's got something to do with game coding and forceware driver. Someone suggested to set "UseHardwareTL" false in ravenshield.ini and I did and I couldn't believe myself the game runs perfectly now. There was also little problem that unless I disable Throttle setting in Gophan's optimization of C3D in Windows XP I usually crash at loading screen. Everything seems perfect now thanks to everyone who tries to help me -
I still get lag in Vista. My lod settings were already set to clamp when I checked them. I set it to allow and it still stutters.

Orochumaru, I'm confused the 163.69 drivers are for Vista, and it says you have XP SP2 installed. Any help here, I have the stutter problem in HL:CounterStrike. Thanks

Meetloaf have you tried the following:
-Set Texture Filtering - Negative LOD to Clamp
-Set Threaded Optimization to Off
-Performed the XP Dual Core fix by Gophin
-Set your HD to performance mode in the BIOS
-Update your BIOS (for Toshiba owners this has fixed the problem)
-Update CS:S to the latest patch.
-Set your page file correctly (RAM * 1.5 = PageFile)

Try the above I'm sure one of those will help you. My major suggestions are the Negative LOD - Clamp suggestion, download latest driver and the XP dual core fix. Oh and I forgot one If you have Vsync enabled, download RivaTuner and set your Vsync Prerender limit to 2 or 1 or even 0.

Few quick questions:
1.) When installing the driver you suggested I got a BSOD immediately after the install. I loaded Windows back up and it's running fine...should I be concerned?
2.)I'm not sure how to change these two suggestions:

-If you get a BSOD try a different driver. I got a BSOD on the .71 drivers to I upgraded to next ones.

-I currently use RivaTuner 2.04 on my mobile driver. So, I say use at your own risk then. I personally don't think it'll cause any issues but I'll leave that to someone who knows more about it.

In the device manager go to your Cards Properties. Then go to the Driver tab and look at the driver version. This is what mine says: 7.15.11.6369, look closely at the last numbers 7.15.1 1.6369 or 163.69.
