My laptop ran Oblivion fine until I loaded a few mods [at the same time, so I'm not sure which caused the problem]. The problem is that this caused the camera to make a quick jump in towards my character in 3rd person mode the way it does if an object gets in between the character and the camera. The effect was also present in 1st person mode, though less pronounced, the camera would "leap" forward.

So I uninstalled it with Revo, it took out all the files and much of the registry. R/T scan tool and Baku took out more registry item. I couldn't find any more registry items or files related to Oblivion, so I reinstalled.

    The problem still exists.

    Help.

You reinstalled, along with the mods?

Maybe some mouse wheel setting is altered, considering that the mouse wheel (wheel and mouse3) controls the camera.... maybe one of the mods modded the mouse original settings (touchpad or external settings)

try updating the .... touchpad drivers?
or disable the touchpad and try external mouse?
either way, uninstall the mouse controllers (drivers)
and reinstall them, might be it.

No, I reinstalled the main game only. no mods, no NotN, no DLC, No SI. Just the original Oblivion alone to test it out and I had the same problem.

I've uninstalled it again, but I'll try it again [later]. I'm going to install it on a differrent HDD as well and I'll try a different mouse. I don't think it is the Touchpad, only the pad is enabled.

True, SystemRestore usually gets it fixed, go back to the point right before you installed the game for the 1st time, that, or before the mods.

By the way, if its the official mods, i have them all, and i ran them all at the same time, they just appeared like quests, periodically one after another...

on the other hand, i have not tried any 3rd party mods...

will oblivion run on a dv9700t
    -Intel Core 2 Duo Processor T8100 2.10 GHz, 3 MB L2 Cache, 800MHz FSB
    -2 gigs of ram
    -512MB NVIDIA GeForce 8600M GS
    -windows vista.

will it run on high? Also will Gears of War for the pc work on this or should I upgrade to a processor with 2.40 GHz instead of 2.10

If I had thought about doing a system restore at the time, that may have done it.... but that was long ago and there is no there to go back to anymore. Still, the amount of cleaning I did should have fixed the problem. I'll reinstall it on the weekend and mess around to see if it is a hardware problem.

As for your 8600GS, Spartan, I think you are going to be stuck with medium textures. The Low poly grass and a few ini tweaks should get you by. There are also some low res-large textures mods that look better than stock medium textures you may want to look for.

How it will all run during the "Defense of Bruma" is anyone's guess.

You might just be missing some game files that have not been deleted. Try checking APPDATA (a hidden file in your user folder, if you use Vista) and the Local subfolder for any Bethesda or Oblivion folders. Also check the Saved Game folder in your user folder (again, Vista) for a folder called Oblivion.

It sounds like you have a game .ini or some other settings file that isn't being deleted when the game is uninstalled. It is probably retaining some strange mouse or view setting. You could also try pressing "set to default" in the game's config menus, I don't know if those exist or not. Specifically, press that in the graphical and control menus.

StormEffect, thanks for the tip on APPSDATA. I found alot of things to delete, none of which had to do with Oblivion unfortunately. :(

I know this is unlikely, but is it at all possible to... having Morrowind on one drive and Obivion on another [so there are two [program files/bethesda softworks] directories {one for each drive}] that this alone could keep something that I wouldn't usually see unless specifically asking for it [kind of like APPSDATA]

No. They have different drive letter, which is stored in the registry. Did you try the mouse fixes mentioned by BenLeonheart on the second post?
Also try fixes mentioned on this page: http://www.tweakguides.com/Oblivion_3.html
Otherwise search Official Oblivion Forums for posts about similar problems. Especially see the Unofficial technical faq there.

Well I gave up and put it on my other HDD and behold, no problems. There has to be some registry issue that I can't find in connention with the D: Drive. As I didn't change any mouse settings, it has to be some remnant that is really deep in there.

Not really, doing a good job would have solved the problem. Now I'm screwed if the same thing happens again cause I can't fix it and don't have another HDD to start fresh again.
