Hi, i'm getting an internal tv-tuner for my ifl90 and it has an s-vid input. I'm planning to also get a ps3 sometimes later, would the ps3 work when plugged to the laptop? I heard there was lag...

There will be lag, but it will work. I do not reccomend doing it, because of the lag

How bad is it? Enough to get my ass handed to me in SC4 or barely noticeable?

What is the best cord to use from a laptop to an HDTV anyways? s-video? A/V?

if you were going to be content running it on a 15.4" notebook screen, just pick up a decent 19-22" LCD monitor and a semi decent set of speakers, that would probably be cheaper and better overall than getting a cheap HDTV, cheap LCD HDTV's are great at first if you've never had one, but once the honeymoons over, you'll want something else.

If your TV tuner card only has S-Video, then it is definitely not worth getting. S-Video will limit your display output to NTSC/PAL, so you will not get the high definition quality video capable by the PS3.

There are some TV Tuners out there which lag very little, but those are usually in excess of $100. A friend of mine has a £200 USB TV tuner, and he plays his Wii through it perfectly.

Buy Adaptec Gamebridge 1400 or Neoya X2VGA.
(Adaptec is 200 bucks on Amazon and 30 bucks on eBay (new). Neoya os 50 bucks on their website).

These two are meant for connecting your console to your lappy, I've been using Gamebridge and it works perfect.

I ended up buying an awesome Dell 2407 for my room, my and my room-mate use it for everything. Xbox360, PCs, Movies.

It's got VGA, Component, S-Video, DVI, etc. Plus. it runs consoles at 1080p.

Then again, the monitor isn't cheap, and it isn't as simple as just buying a TV (especially if you want a built-in tuner).

Depending what stores around you, you can get a cheap 26" HDTV from Best Buy or Circuit or City. When I lived in the states this is what I did, found a deal for a $400 26" HDTV. Used while I needed it, then just resold it on Craig's List and got most of my money back.
