Is it true there's no Powermizer software for Vista? I was told it was built in but I can't fnd ANY option for scaling down the GPU power.

Powermizer is hidden in Vista, I am not sure you can view it. There may be a registry hack to get to it.
Otherwise, your GPU obeys the power profile you are using in Vista. Your power options are in your task tray in the bottom right of Vista. Click on the icon that looks like a battery and power plug and choose high performance for maximum GPU power or balanced/power saver to put your GPU into a power saving mode.
Either way, Vista will automatically work the powermizer settings based on if you are on battery or not and which power profile you have selected. It is a slick solution, in my opinion. -

I've actually had great success with NTune, setting my own profiles. I just go to my "OC" profile (650/700) when gaming, and "Default Clocks" when not. Works flawlessly.

moves to slow for me. and takes for ever to down clock to 200/100. and the profiles work way slower than the actual built in profiles.(gpu cool down period) dont get me wrong, i like them, but when you want the link speed to drop to x1 while doing nothing... the profiles can take up to 5 minutes before that happens.
