    Problems with installing directX 9

    I recently picked up some older games to run on my older laptop. Specifically, I am trying to run Homeworld I and II, Rome:Total War, Elder scrolls III, and the demo for galactic civilizations II.

    Unfortunately, Homeworld I is the only game that functions properly. The others install correctly, but upon running, either give an error at the load screen, or just give a blank screen then a crash to desktop. I think the problem is with directX. Each installation prompts me to install direct X 9, and I agree, but as soon as I click 'accept' on the EULA, it immediately flashes to 'the components installed are now ready for use.' This doesn't make sense- it should take a few seconds at least to install.

    As well, when trying to run Rome, it will fail and say 'directx 9 is not installed'- seems pretty wonky considering during the install of the game it prompts me and I agree.

    This leads me to believe that directX isn't being installed properly, but why not is what I'm curious about.

    As I see it, there are two options.

    The first is that by cancelling some of the startup processes that run at boot (trying to get a faster boot-up) I accidently disabled something that directX needs in order to install. Still, I'd think that would pop up an error message or such.

    The second is that my dad did some tricky adminstrator hold so as to disallow directX installation (I just got home after 10 months in Africa, and my dad has always hated it when I play computer games).

    Of course, the amount I don't know about computers could fill the library of congress, so I would love any input you may have.

    Edit: I wanted to add, I'm running a mobility radeon 9000 64mb, and I just recently installed the omega drivers for ati cards, because I couldn't find a recent driver that worked with me card.Could that be causing conflicts?
