I have used Qarls texture pack, you definitely will see the difference in texture quality, however, if you have something less than a 256-bit memory interface GPU with less than 256mb DDR3, it will take a HUGE PERFORMANCE LOSS.
I have a 7800 GTX and lost about 4-10 FPS using these kinds of hi-res texture packs. -

Here's one.
It's hard to tell, but it looks better than the regular graphics. Town are pretty good. Rock are more... rocky. Better textures and stuff. Very nice. It looks more "real" to me.Attached Files:

1.7GB? I should hope the textures somehow make Oblivion less of the 'talk to A, get item from B, kill some monsters at C, pointlessly level up because everything else levels up too' suckfest that it currently is.
Qarls texture pack 3 has done the releasing mode!
