Not only that but you seem to forget about overclocking, I have yet to see a system yet that can not overclock the quad much higher.
The Asus W90 what I have comes with built in overclock for 2.3ghz, and via software I was able to go to 2.7 before my ram hit its limit.

If that was the case then the extra 1GB of RAM + a 64 Bit Operating System that your NP8662 has Vs my 1GB less RAM and a 32 Bit Operating System in GTA IV will make a difference.
The GTA IV benchmark is not good enough to base anything on to be honest, regardless of spec differences. If you look at the real performance in game, the amount of slow downs in busy areas, then you will get a really good idea.
The fact that the Core2Duo is at 98% CPU usage means in game, when there are lots happening on screen, it will have zero cycles left to deal with it where as the Quad will have more.
What do you think will happen to the frame rate when you are playing in game at 98% CPU usage and you are in a police chase with about 15-20+ cars on screen at the same time, bullets flying, peds running, explosions and total mayhem happening?
You are only looking at the fps rate and not considering the bigger picture. Higher clocked Quads and Duos will increase frame rates but lower clocked Quads Vs Core2Duos will increase frame rate stability.
