The 7200 is more than enough to enjoy HL2 and CS:S at native resoultion; just turn down an effect or two (may I suggest "HDR lighting" to "None" and "shader detail" to "Low" as the first ones, followed by "water detail" to "Simple reflections" if needed.)

You will be able to play those games maxed out with Shader detail to high, at native resolution, with no HDR. HDR is the only thing, also no AA, af I enable it to 4x, and it always stays above 25 FPS, even at insanely heavy firefights. And you can enable World reflections, because those aren't GPU intensive, those are CPU intensive, and your CPU is plenty powerful to handle the water. I can run it at 1280x800, All settings at high, af4x, no HDR, and always get above 25 FPS, with the computer in my sig, averaging 35 FPS. If I turn down the res to 1024x768, with Billinear filtering, It always stays above 45 FPS.

ok i have a problem, when i got my dv2000, i ran my hl2 and it was perfectly fine at 71fps. I shut it off for a few hours then i turned it back on and when i tried to play it again, it ran at 11fps. I dont know what happened, i dont think i did anything that would affect the fps. can anyone help me?

Maybe the computer overheated, or maybe you are running on battery on accident. Go to the Nvidia Display, go to Powermizer, and make sure it is at Max Performance.
