When I say gaming notebook by the way I mean notebooks that don't make a lot of noise when gaming not just notebooks that are dedicated to gaming.
I have a friend who has a MacBook pro and I swear he could play StarCraft II in a classroom with that thing. It stays incredibly silent most of the time when running 3d programs too.
Edit: Btw this thread is not a noise vs temps discussion, it's just about laptops that make very little noise when gaming.(or running 3d intensive software if you want to get into that)

well stay away of MSI..

The Asus G46 and G73 were the two quietest notebooks I ever used while gaming... they had a great fan setup. I'm not sure how the newest G750 is running but would be worth looking into if it's similar to the G73.

It depends on the games you want to play and with what settings.
Quiet systems tend not to be powerfull. But then again, some games are low spec and don't put much demand on a gpu, which means the fan can stay at low speed. So you could have your cake and eat it. In other words play low spec game quietly, but also be able to play high spec games, noisily. Also, keep in mind noise is subjective. But many reviews on notebookcheck.com include dba readings at different performance levels. -
G750. A gentle whoosh is all you get. I do some heavy renderings with programs like Alias and Pro/E(I know, not ideal), but the fan-noise never revs up like a jet engine. Games are no sweat whatsoever.

+1 to the Asus G series laptops. I own a G73SW and have never seen a laptop so quiet before.

Asus G-series notebooks and Alienware 17- and 18-inchers. Notice a pattern? They all have have large, dedicated cooling fans and copper heatpipes for CPU and GPU as well as large, bulky cases for better airflow. I used to have a G73JH before I sold it, cooling in that thing was awesome yet quiet under load. My current Lenovo Y500 might be even quieter, I've never had both at the same time to do a head-to-head comparison, only difference is it overheats in BF4. Probably the only time I would trade more noise for better cooling, as the fan profile on this thing is maddeningly unaggressive.
But the real answer to your question is that the quietest gaming notebook is the quietest, most weak-a** Chromebook or Ultrabook convertible out there, because these have super-low TDP requirements but technically can still game. -

Whichever brand of laptop you buy, an SSD will help. Much quieter than HDD.

Another vote for the Asus G-series.

It gets down to what games you want to play. SC2 isn't all that GPU intensive, although it is a bit CPU intensive. But if you have a ULV CPU then the fans likely won't get all that loud anyhow. If you're going to play heat generating games like Crysis 3, Battlefield 3/4, Sleeping Dogs, etc you will be hard pressed to find a laptop that can both play them as well as run stealth silent. You can always limit the FPS too, which greatly reduces CPU and GPU load making it run cooler and quiet.
Quietest gaming notebook
