The processing power is higher by 88%, but the memory bandwidths of the two cards are the same. The pixel fill rate is 25% higher and the texture fillrate is 88% higher. So basically, somewhere between 0% and 88% better depending on what is bottlenecking you. I would guess the improvement is on the order of 65%.

I'm not sure really sure about what all that means but from my understanding the 6630M is 88% better than the 6490M?

That seems like an awful lot to me, I'm debating between two laptops, one a 14 inch weighing 6 pounds with up to 6 hours battery life and the other a 13.3 inch weighing 3 pounds with up to 7.5 hours battery life.

If I will only be doing light to moderate gaming is the 6490 enough as portability is also an issue for me. Or should I just take the extra 3 pounds and lesser battery life and go with the better graphics card?

    Decisions decisions....

The real question is WHAT GAMES? The 6490 won't do you much good if the game is something like Bad Company 2 or Metro 2033. But if it's TF2 or CS:S or Modern Warfare then it will probably play fine at 720p with low to some medium details.
