    I was playing Mass Effect 3 today and noticed that the GPU would throttle down to 400mhz during rendered cutscenes and as low as 100mhz during recorded cutscenes. Is this normal?

    Yes, the cut scenes are 3D, they are just pre-rendered videos. NP.
