So officially the max turbo speed is 3.5Ghz, and as much as this is "locked at 3.2Ghz" it still bumps up to 3.5ghz but can't stay there longer than a second.
The main issue is without the fix the APU loves to throttle all over the place for no real reason meaning in CPU intensive situations it averages 2.9Ghz but even worse will drop to 1.6Ghz causing stutters in games. So not only does this help to boost CPU performance and relieve some of this set-ups bottle neck but it also stabilizes performance as well.

Thanks for clarifying. It's just that I don't know what AMD's boost speeds actually are, since they don't provide details and "up to 3.5 GHz" is fairly meaningless as you've discovered. For example my i7-3630QM goes "up to 3.4 GHz" due to Intel Turbo Boost, but the actual speeds are 3.4/3.3/3.2 depending on if 1/2/3-4 cores are active.

    So, A10+770m < A10+8970M < i7+770m < i7+8970m? I'm looking to buy the Sager NP8255.

The first combo doesn't exist as far as I'm aware, but theoretically speaking, yes, that would be the correct order.

There is no problem with your laptop, the problem is that the cpu will throttle when it hits 70 degrees above. The only way to solve this is too lock the cpu at 3.2ghz or to have an extremely robust cooler

That's interesting. Could you please expand that information? So as soon as the CPU reaches 70º C it throttles down? From 3.5 GHz to 2.5 GHz? What is the thermal scheme of the chip?

    Thanks
