    Here are my specs.. I cant find anything that runs good or looks good..
    I need something in between! Someone help please. I have the 1080p screen

    This is your problem right here. The 9600GT is nowhere near powerful enough for that res in games like this. I would knock the resolution down first.

    You could probably run High settings at 1440x800 with HDR.

    Yup, definitely lower resolution. Something like 1280x760 or whatever the 16:9 equivalent of WXGA is. You can max out other settings from there.

    try 1366x768 or 1280x720 with most high settings and medium shadows etc.

    That 1080p resolution is very very high.... and oblivion despite not being the newest game ever, it is still rather demanding.

    Vsync makes the video card wait for the screen, so you don't get "tearing", which is the screen being updated in the middle of drawing. It can however lead to mild shuttering sometimes if triple buffering isn't being enabled.

    I always set Vsync on, unless it's a benchmark. I hate tearing.
