Just wondering is there some software that can do this?
I use my keyboard for fighting games which is why i would want to know if this is possible.

Sounds like it would be a hardware issue rather than a software one

First time I've heard of an input delay issue for fighting games on a laptop, I'd assume it's the machine itself that isn't responding fast enough rather than the input commands.

If it's SF4 the OP is playing, maybe worth lowering a few settings graphically would help. Older games I used to play such as Samurai Spirits 2 would run fine with no delay at all.

No actually the keyboard is quite responsive, and yes it is SF4. But i wanted to know if there is a way to further reduce input lag, its not the game settings as it runs just fine at 60 fps. Its only cause there is some very precise timing required in sf4 which input lag can screw up, lol.

Barring more practice to circumvent the game's tight timing, most people simply put up with the issue. You can still beat the game without pulling off professional-level combos if you have enough practice and abuse AI habits.
