Seems like Riva Tuner isn't working on Windows 8.1. Is there something I should be doing? Seems like it can't manage to turn off driver signing verification.

RivaTuner?! That project has been dead for like 5 years. Unwinder hasn't updated it since 2009. His development efforts are focused on MSI Afterburner and RTSS nowadays. I highly doubt RivaTuner would work in Windows 8, and it definitely won't support anything that could be considered a modern GPU.

This is not true as unfortunately Afterburner is but a shadow of RivaTuner as far as functionality is concerned. It's quite sad really. :(

If an nVIDIA GPU is present, nVIDIA Inspector is recommended, it's a bit more like RivaTuner

Well actually the only thing Inspector is really good for is the custom game profiles, but otherwise it still can't touch the classic RivaTuner. On the red side, RadeonPro is the similarly stripped down compared to ATI Tray Tools, which met the same fate as RivaTuner as its last update was in 2011.

I moved to MSI Afterburner. Working well. I have my GT730m running with:

    core clock: 819mhz
    memory clock: 1246mhz

I could probably raise core further but it doesn't allow it.

Runs Skyrim in ~2k resolution, everything on high, 2xAA and max distance so I'm good to go.

I haven't had a new laptop in a long time. Honestly, didn't know what to expect with this GPU.

Which is why it pays to check the expiration date on things, otherwise you'll end up with a bad case of the runs, or obsolete software from 2009.
