I was running Flightsimulator from the :C partition without any problems then I moved it to the D partition and reinstalled Windows on the :C
When I run FS , I get the message "Unable to create default.cache history: C:\ProgramData\Microsoft\FSXDemo\Scenerycache"
Do I have to move it back to C to be able to run it ?

You cant just move a game, reinstall Windows and expect it to run.
Just delete the copy on "D:\", reinstall Flight Sim X and tell it to go to "D:\Games\" or something.
Then it will work. -

Moving the game is what broke it's installation.
You will have to reinstall the game in order to be able to play it.
Though moving any saves should not be a problem. -
Just copy it from D to C and reinstall should do the job ?

Apparently your game is among the many programs that needs the OS to run properly--hence the term "install", rather than copy.

Don't copy anything. Just install to your "D:" drive in whatever folder you desire: i.e. "D:\Games\Microsoft Flight Simulator X" or whatever you decide to call it!

Yeah, some (many) games works without their entries in the registry, but some just dont
