Say you buy a 1680x1050 res laptop, but you play games on 1440x900 or 1280x800, will it look worse than say a laptop with a native of 1440x900/1280x800?
What about for non-gaming such as photo editing and just web browsing?

You can try this out, at least the web browsing part, at BestBuy/CompUSA, etc.
Coming from a desktop user, I find it very annoying to be locked down to 1 res. -
Using a display below native resolution will cause it to appear slightly blurry, with this effect increasing the more you lower the resolution.
Changing from 1680x1050 to 1440x900 may or may not be noticeably different; it depends on how sensitive your eyes are. I'm fairly sure you'd notice changing it from 1680x1050 to 1280x800 however. -

its hard to say. sometimes i care and sometimes i don't.
you always have the option of running lower resolutions centered in the screen with black bars filling in the space.
