I am using an AMD Radeon HD 6870M for my rig. I want to underclock so i used an EVGA Precision X (Works pretty well even if it is a NVIDIA software.) to tweak my GPU.
This is my GPU's default clock: 675Mhz/1000Mhz
And then this is the stable clock i used (Tested using FurMark 3D):
700Mhz/800Mhz
So basically, i increased the clock speed and reduced the memory clock. However, i did not touch the fan and voltage settings (Not at all.)so in this actions i did.. will there be a negative impact on my GPU?
The temps are stable (56-70°C) and it really performs well! However, while i am in the desktop view, a weird blink horizontal thingy appears at the top of my screen and sometimes at the bottom (1cm thick), and it happens hardly when i am playing at fullscreen. The GPU is stable but im still concerned about this i want to underclock my GPU perfectly.
If you have seen this kind of thing before please let me know and i really appreciate it if you guys give me some suggestions on how to fix this.

Try MSi Afterburner and using unofficial overclock method, don't underclock.

UPDATE: Hi Mobius 1. I can't thank you enough, well it works just like EVGA Precision X. And MSI Afterburner support most of the GPUs today. However, the jitter thingy still happens though but this time.. it appears less than usual. Well, i don't know about this issue but at least i got improvements thanks to you, i benchmarked it with FurMark again and temp/FAN/voltage is stable.
Played Crysis 2 and Skyrim at max settings and displays outstanding FPS and no drop outs.

I'm assuming "jitter" is a lower clock situation, so...
The jitter is normal if you're in idle, the card decreases clock speed in order to save battery. However, if you have jitter during a FURMARK run and you're not hitting 90+. I would suggest you try updating drivers, BIOS and vBIOS to fix it. If not it might be a hardware problem and you have to deal it with dell's warranty.
If you want to control fans manually, I would reccomend HWINFO and setting the fan to full blast once the card hits 75 celcius.
