Well, to begin I have a Inspiron 6400/E1505 With a X1400 GPU. I just installed the omega Drivers (actually helped) and I have been given the option to overclock. What im wondering is, what are safe overclocking settings for my card? it is set by default at:
Core Speed:432
Memory Speed: 392
I have "I8kfanGUI" installed (control fan speed) if it helps any, to keep my laptop cool.

Good question. Depends on each individual card. I can't overclock my Go7600 at all from it's defaults because it gets graphical glitches in Far Cry. 3DMark runs fine, but that's not the be-all, end-all of 3D testing. Basically, you have to overclock a little, then test it, then overclock more, test, etc. until you figure out the max that your system runs stably at.

Yeah, ive been trying that, little by little, and have seen a performance boost. But what worries me is the fact that my GPU could get damaged. So im not sure what level would be considered "safe"

The "safe" setting is called stock speed.
Anything above that is *potentially* unsafe or unstable. That's why it's not sold at that speed. The only way to find out how fast your particular hardware can go is, as said above, test it. Raise the speed a little, let it run at full load for hours, raise the speed a little more.
If you're worried that something goes wrong, I suggest not overclocking. (Even though actually damaging your hardware practically never happens. It just gets unstable, but if you can reset it to stock speed, it's as good as new again.)
