Was wondering because my friend has this card and with this video card he gets only about 15 fps in the game with out action. Is it safe? Or will it show improvement with a driver upgrade for that card?

Warcraft III can be played on any old card, i play all maxed out graphics with an old ATI Radeon X200 @ 1280x1024 res

You can try to play any game at any settings it just might not play well or at all but you need'nt worry about damaging hardware.
Drivers sometimes help, sometimes hurt esp with older titles, but it's no harm to try, or just lower the settings a bit. -
for wc3, theres not much of a difference between settings. I guess its cuz its a pretty old game from 2003, yet i still see people buying a quad cores with 8800s just to play that game
