So I just got a new laptop for Christmas, the HP dv2700 special edition. I was confident that it would run wow pretty good, but I am looking at a sad 16 frames per second on average. I am not sure what the problem is, but i will give all my information and hopefully someone good with computers can help me out.
Model: HP Pavillion dv2700 Notebook PC
Processor: AMD Turion 64 x2 TL-60 2.00GHz
Memory: 4.00 GB
System type: 64 bit operating system
Graphics Card: NVIDEA MCP67M
Connection: Broadband(Right now im connectied using an ethernet cable, when im wireless its the same though)

Well when I started playing games on laptops, I know I forgot to turn it back to high performance a couple times.. heh. Also, from what I understand, the NVidia MCP67M is a GeForce 7150M/nForce 630M which is a fairly weak graphics card.

Yeah that's what I have heard. Do you know if the graphics card is upgradable, and if so how much would a decent one cost me?

I believe that it is integrated onto the board and cannot be removed/upgraded. The only hope is overclocking with Nvidia System Tools:

I'm sorry but I am really bad with computers. I followed the link but really didn't understand the page. Does downloading that ALLOW me to upgrade it?

You should still be able to run with more than 16 FPS though . . . what kind of graphics settings are you using? Also, is your laptop set to High Performance mode?

No it allows you to overclock it, which means changing the frequency/speeds to a higher frequency/speed which results in higher FPS, better graphics.

Just install all components and choose the correct version based on Vista 32Bit. -

In the video panel there is resolution, which i have set at 1024 x 768. There is one lower setting, 800 x 600 but it just looks like absolute crap and there isn't really a difference when i set it to that so. There is also multisampling, which is 24bit color by 24 bit depth. My refresh is at 70hz. I don't know if that means anything lol but there it is.

I would set the following in the Nvidia Performance Console:
Refresh rate on max
Resolution on max
Color on max
And go to performance, then device settings, and make sure you accept the agreement.
Core: 425
Shader: 425
Memory: 0
Take the core to 500, the shader to 550 and Memory to a couple hundred. Just experiment. Increase by 10's. And make sure it is stable, and download HW Monitor from CPUID.com also, unless you use nvidia system monitor to watch temperatures. -
In your WoW options.... I would turn off Vertical Sync, and under Effects, I'd move the slider down to Low. The only thing I have increased to about halfway on my GMA 950 laptop is Spell Detail so I know where some AOE spells begin/end. My FPS on that computer ranges anywhere from 5 to 25 depending on my location (Dalaran/some raids being <10, and 25 being running around some old world zone)
Edit : Also turn off options such as Specular Lightning and Full Screen Glow. -
Are those FPS at low settings or max(not resolution but actual details)? At max I'd expect it wouldn't be so abnormal to get those.
Try turning off AA, V-sync and dynamic shadows and see how that runs. WoW became a lot more demanding with the newest patch.
Should i be expecting more?
