I have a 8800gts 512mb and it runs SC4 just fine. I doubt it's a problem with your gpu if the program won't install. If you're using Vista try running the setup file as an administrator. Also, your OP is really vague. Can you tell us exactly what happens when you try to install? Is there an error message?

I tried to install it on xp pro sp2 and it went through the installer but never asked me to restart my computer, like traditional installations do. It gets to 100% and just stops, closes the installation window and idols in the background. I left my pc on for 3 hours after that and tried to play the game. I clicked the icon on the desktop and the dvdrom drive icon in my computer, and nothing happens. I open task manager and sim city opens up as a process then closes after a minute and I never get to play the game. I have a feeling that my cd's are damaged or my code is wrong. I got the game at a scholastic book fair in like 5th grade. There's no error message that shows up. However, I'm not sure if I disabled error messages to show up in xp, I'll have to check.

Uh, what makes you think SC4 uses DX5? It uses DX9 to the best of my knowledge. As to picking up SC4, don't be rediculous. It is the last version of the real SimCity (Societies is not real SC). Check out http://www.gamestop.com/Catalog/ProductDetails.aspx?product_id=69504 to get SC4, SC4:RH, SC:S, and SC:S expansion all for 40 bucks. New. Google is quite useful sometimes.
