It seems that I can run games like Borderlands and Call of Duty on 1280x800 resolution on low setting (mid if I OC), but Sims 3 has horrible frame rates unless I turn the resolution down to 800x600... Are there any patches/tweaks to fix this issue?

my laptop is very similiar to yours, and I run Sims 3 at native res without problems.

Have you tried reinstalling the game?

Make sure to check your background processes and to disable DWM and desktop themes from the "compatibility" tab of your shortcut.

I tried reinstalling once but it didn't help. I tried turning all the graphics options to low too, and I get decent frame rates as long as I don't move my camera around too much...

I forgot to mention, I play it with AA disabled. Is not that necessary, except for the map view.

Sims options doesn't exactly specify which one is AA, so I assumed that "Smooth Edges" means AA? I turned that to lowest... Pretty much everything's lowest except resolution, and I my computer sometimes get 1 FPS or lower when I'm zooming out or scrolling around town.

Does seem awfully low, are you running the laptop in power saver mode? as this will severly cripple the GFX card and CPU.

I have one of the latest drivers, and I'm not running on the battery, the computer is connected to a wall outlet. And neither my GPU or CPU is downclocked or undervolted.

Actually, Sims 3 did not required a lot of GPU power. Instead, Sims 3 uses heavy CPU power.
However, make sure your GPU didn't downclock when playing Sims 3. I experienced that. I think you should change your Pre-rendered Frames(something like that) in your Nvidia Control Panel to 3(standard). My problem gone with it set to 3.
