Contact the publisher. That's what happened when I bought Rome: Total War via Steam, and somehow didn't get a key with it to play multiplayer. I contacted Steam support, they told me to contact Sega, the publisher. So, I did, and after verifying my receipt and a few other things, Sega emailed me a working key.
