Just recently on half life 2 I have had this glitch, there are these funny white crosses that appear on random objects

It's a missing texture, probably some of the decal textures. You could try the obvious, reinstall graphics drivers, or the game. It's also sometimes caused by changing resolution or AA settings in game, or alt-tabbing, and simply restarting the game fixes it.

Restarting the game doesn't seem to fix it, it started when I tried the third person mode through the source console

I don't think it's a missing texture. In this scene, the things that the crosses are marked on all seem to be there

If it really bothers you, try to update/reinstall the game. Source based games are always glitchy, and hl2.exe is as unstable as an elephant on a bamboo stick.
