you could download a program called fraps. Its 100percent free and will show your fps in top right, top left, bottom right, or bottom left, depending on where you want it. Great proggy!!

Double agent is a pretty demanding game being based on the Unreal 3 engine. Also, a major factor is that it was poorly ported/coded for pc from XBox 360 which has hurt many games as developers don't want to spend the money to optimize their code to run on a PC.

The minimum requirement for the game is a desktop X1600, which is faster then a Mobility X1600. So, the game will work, but you're only going to get acceptable framerates at low settings.

From all accounts, Vista will give you a 10-20% performance decrease when gaming. So yeah, Vista is the reason for the discrepancy. And more RAM would help I'm sure.

I've gotta agree here; I wouldn't dream of playing Double Agent with only 1GB of RAM. Not only that, Vista eats up a lot of RAM at the same time which leaves little for any games. I checked every now and again in the task manager and Double Agent uses about 600MB of RAM on the medium sized levels, more on the larger ones, so with Vista your 1GB of RAM will limit performance. I manage to play it all maxed out but at 1280x800 or 1280x720 (can't remember which one it is), but the fps are usually around the 20 mark, often less. I'd agree with notebook_ftw: use XP and get more RAM, but in high-end games like these your graphics card is usually the bottleneck.
