Stable driver for 8600m GT that doesn't downclock and plays TF2?

That's the question. I have been seeking an answer for too long.

I know M1530 with 8600m GT should play steam games just fine. My machine runs at 30fps or so and trails down to 15fps from time to time, without AA or HDR at 1280*800.

I remember seeing full HDR and 16x AA without OC at 40fps or so. I just want that. I play TF2
