Hello,
I was wondering if the '128MB NVIDIA(R) GeForce(R) Go 7200' will be able to run Starcraft And Warcarft 3 at decent settings. Or should I go with the '256MB NVIDIA(R) GeForce(R) Go 7400'?

the 7200 will run both of those fine on high settings. If you want to do any more modern and advanced 3d gaming the 7400 would last better, but is not needed for those two games.

I don't know about Warcraft 3, but StarCraft will run on pretty much anything. I used to play it on a 100MHz Pentium with like 16MB of Ram and just a basic 4MB video card with no 3D acceleration.

Starcraft runs on just about anything in the world. The system requirements even say a 90mhz processor. Its probably the LEAST system intensive game still played in a large following (And its awesome).
WarCraft 3 wont have any trouble on that system either.
